🏛️ The official process: applications, fees and minimum ages
Every step from learner permit to licence according to Transport Malta's own forms: fees, documents and translator help for the theory test.
The fees and rules below are as printed on Transport Malta's own application forms (form versions 2018–2026). Check with your driving school or transport.gov.mt before applying.
Step by step to your licence
- Learner permit application — for B use DRV 002 (A: DRV 001, C: DRV 003, D: DRV 004). Fee €23.25. The permit is valid for 3 years.
- Training — with a registered motoring school or private instructor. Every lesson is marked on the Student Record Sheet; a minimum of 6 hours of lessons is required.
- Theory test — Theory Test Centre, Gwardamangia Hill, Pietà. Appointments: 21227190 / 27227190. Fee €30.25, resit €22.50. 35 questions, 45 minutes, at least 30 correct.
- Practical test — form DRV 022. Monday–Friday €23.25, Saturday €40.00. The first application must include the theory test certificate and the Student Record Sheet.
- Getting the licence — take your passed-test certificate to the Land Transport Directorate (Paola or Floriana); the card follows by post.
- Probation — the penalty point system applies for the first 3 years.
What you need for the learner permit
- A colour passport photo (light background, no hat or sunglasses) — glued to the form, not stapled.
- A copy of your Maltese ID card / residence card.
- A medical certificate completed by a doctor (DRV 032; pages 6–9 of the learner forms).
- Declarations: resident in Malta for at least 185 days in the last calendar year; no licence from another country; your addresses for the last 3 years.
If you have ever held an EU, Australian or Swiss licence you don't apply for a learner permit — you apply to exchange your licence.
Theory test language: translator help
The theory test is held only in Maltese and English. If you don't understand either well enough, form DE 001 lets you request a translator: €45 (€40 translator + €5 admin fee), plus the €30.25 test fee on the day. The translator only translates the questions and may not help in any other way.
For a medical reading difficulty, or if you cannot read and write, form DE 002 gives free reader assistance — the reader only reads out the questions.
The Turkish translation of the official bank on this site is to help you understand the questions. The test itself is in English/Maltese, so practise in English from time to time too.
